The ToolConfigurationView provides a GUI view for changing a ToolConfiguration by the user. This can be many types of GUI widget including:

• Eclipse SWT
• Eclipse Editor/View
• Java Swing/AWT

This method is called when the user makes a request to configure the tool using the tools GUI view. This method should not return until the user has completed the configuration (in other words, block until the user is done -- either an OK or CANCEL).
